On the evening of Monday, 27/01/2014, at the headquarters of the Ministry of Communications and Informatics, at Zawia street in Tripoli, the protocols of Tripoli-Benghazi submarine cable project contract have been organized between LITC company and the French company Alcatel Lucent.

The signature protocols were attended by each of the Minister of Communications and Informatics, Eng. Osama Seyala and the Ambassador of France in Libya, Mr. Antoine Sifon and the Undersecretary, Eng. Mohamed Berras Ali and the Undersecretary, Dr. Faisal Gargab, and the Chairman of the Board of Directors of LITC, Dr. Mahmoud Alojli, and the General Manager in charge of LITC, Eng. Mohamed Degheis and the deputy president of Alcatel Lucent company, Mr. Enrico Banfi, and the General Manager of Alcatel Lucent company Libyan Branch, Mr. Mohamed Bala, in the presence of each of the General Manager of Marketing and Sales of Alcatel Lucent company, Mr. Christian Ozano and the President of the  Libyan French Chamber of Commerce, Mr. Michel Kazales.

The Undersecretary has made a speech by this occasion in which he greeted in its beginning the audience, and emphasized that this project comes in satisfying the urgent need of the communications and internet services in all areas of Libya. It was taken into consideration when designing the project all procedures and measures available with the submarine protection technology from cutting and deterioration, where the cable will be passed underwater which depth exceeds 1000m undersea and going away from the shallow waters, in addition to bury the cable under seabed as far as possible, as well as passing the cable inside steel pipes for protection in shores. All this will provide more protection to the cable against cuttings. There will be two landing terminals in each of Ajdabiah and Misurata cities, for purpose of providing other paths in addition to the current ones. The cable will be ready for international connection in the future through two linking units to be mounted in the eastern and western areas thereof. Dr. Mahmoud Alojli, Chairman of the BoD of LITC said that such a project aims to provide a communication structure with big capacities which will be reliable between the western and eastern areas. A submarine cable consisting of four pairs of optical fibers between Tripoli and Benghazi towns undersea, in a first direct connection between both areas and with wonderful capacities.

The contract was signed by Dr. Mahmoud Alojli, Chairman of the BoD of LITC, and from the side of Alcatel Lucent French company, by the deputy president of Alcatel Lucent company, Mr. Enrico Banfi.

For his part, Eng. Mohamed Degheis, the General Manager in charge of LITC has clarified that the project execution duration is 16 months since date of contract activation.

With the early hours of Thursday, September nineteenth, the maintenance vessel "Rene Descartes" (accompanied with the work staff of both companies LITC and Hatef Libya) has finished the maintenance works of the local submarine cable connecting Elkhoms and Misurata cities, among a systems linking all Libyan coastal cities. It was exposed during a past period to a cutting operation with some transport vessel anchor, which did not comply with the legal berthing area, and it has thrown the anchor outside the berthing area breaching thereby all marine navigation laws. A coordination is running now with the principals in the local authorities by LITC company and with principals navigation bodies and coasts guard board in order to put an end to such aggravated phenomenon.

Tripoli, on 06/11/2013, the LITC has contracted with Libyan Italian Company for Digitals and Infrastructure Engineering, on the execution of IIGW project, which will provide internet connection capacities of high speed in Libya. The communications sector in Libya executes and upgrades the coming generation networks (NGN) in Libya, in order to provide the best of achievements of the recent science such as services and high workmanship levels to the Libyan citizen. As a part of NGN program, the LITC has focused on huge investment projects to increase the abilities and capacities of international cables, where the project will provide high connection capacities reaching about 20 GBPS of internet as a beginning and extendable to a capacity reaching from 100 GBPS to 500 GBPS, by year 2018. The company has set a plan for the project to reach a connection capacity of 200 GBPS by year 2018.

The project execution contract has been signed, which total price reaches about Euros three million, by the chairman of the board of directors of LITC (Dr. Mahmoud Alojli), and the manager of the Italian company (Giuseppe). The contact signature was attended by the Undersecretary of the Ministry of Communications and Informatics (Mohamed Berras Ali), and the general manager of the Post, Telecommunications and Information Technology Libyan Holding Company (Ahmed Elsaghier) and the manager in charge of Libyan International Telecommunications Company (Eng. Mohamed Degheis).

The time period for project execution is 5 months. The equipment will be installed in both, the western area and the eastern area.

An explosion boomed on the dawn of 29/10/2013 in Derna city has targeted the international submarine cable landing terminal SILPHIUM (the first submarine cable connecting the eastern area to the world) for the second time, which has been executed by the LITC during the last year as a part of the plan of the communications sector to develop the infrastructure of communications in the said area and in the eastern area. The company staff in the city has mentioned that the explosion has happened at about two o'clock on today's dawn. This occurred after approaching the completion of the maintenance period and reconstruction of the landing room after the first explosion happening on 28/08/2013 in the project, which has led to its total destruction. The explosion has led also to the destruction of the wooden structure of the walls concrete, together with damages to the walls reinforcing steel, which was ready for concrete pouring on this day morning. On Monday May 6th 2013, a contract was signed for the installation of international exchanges in Libya (in Benghazi and Derna), between Libyan International Telecom Company which is one of the companies affiliate to the Libyan Holding Company for Post and Telecommunication and Information Technology and Alcatel Lucent Company. The ceremony of contract signature was attended by Mr. Atef Albahri the undersecretary assistant of the ministry of communication and information technology and Mr. Kamal Farhat the chairman of the board of directors of Libyan International Telecom Company and Mr. Mohamed Bala the general manager of Alcatel Lucent Company in Libya, and many guests of honor.

The project consists of two exchanges with a total capacity of 30 thousand circuits operating with the next generation technology, the international traffic is divided between them equally so that each exchange can pass the international traffic to the other exchange in case of any breakdown in it. The starting date for the execution of the project is the mid of next month and the period of execution is seven months. This projects aims to decentralize the international communications and provides a high diversity and redundancy in the international exchanges and hence ensuring the quality of the service and no outages in future.

Today there was an outage of internet and communications in Libya, since someone has opened one of the chambers of the path by which passes the international cable linking Libya with Italy and the local cable linking the western region with the eastern region and its use for burning garbage. These chambers were closed by use of heavy concrete blocks to prevent any attempt of theft or sabotage, moreover the area became recently a dump for garbage despite the frequent measures to clean the area and contacting the relevant authorities to keep the cleanliness of the area. Currently the maintenance of the cable is under progress and the maintenance works will be completed on Thursday 03/01In Chaallah.

Libyan International Telecom Company affiliate to the Ministry of Telecommunications and Information Technology held on Thursday June 7th 2012 in Lualua hotel in Derna a ceremony in the occasion of starting the laying of the international submarine cable “Sillphium”, the first international submarine cable owned in full by the Libyan state, with the attendance of the Minister of Telecommunications and Information Technology and the Undersecretaries, the manager of Libyan Holding Company and the manager of the Libyan International Telecom Company and a number of managers supervising the project, the local council of Derna cities and other guests. The ceremony started by reading some verses of Quran followed by the national anthem, then a speech delivered by the minister Anwar Elfituri in which he presented his esteem to the people of Derna in view of their efficient role played throughout the revolution, and whereas the blood of the youth of Derna irrigated the land of each city and village in our beloved country during the revolution we are now in the stage of state construction and it will contribute in providing Internet and communication services to each city and village in Libya, in fidelity to the martyrs who by means of their pure blood they drafted to us the path towards a state of justice and prosperity. Next, the president of the local council of Derna delivered a speech by welcoming the minister and the delegation accompanying him and he mentioned the importance of the project in providing communication services throughout Libya and its connection with the external world through this vital artery. Mr. Kamal Farhat, the chairman of the board of directors of Libyan International Telecom Company, the company supervising the submarine cable project, delivered a speech in which he reaffirmed the importance of strategic location of Libya being a key connection point between Africa and Europe, and hence motivating Libyan International Telecom Company to plan rendering Libya one of the main gates of international communications in Africa by 2020, and to reach this perspective defined and studied strategic objectives were set, such as the building of international network with capacities and specifications in line with the expected development in communication and Internet sector. Mr. Haytham Elfakih, the head of projects department at Libyan International Telecom Company, delivered a speech in which he emphasized that the sacrifice of our martyrs burdened us with large responsibilities in fidelity to them and to follow the path in building a new Libya a state of law, institutions and freedom. Next, a honoring ceremony was held to all persons from Derna city having contributed in the completion of this project, by the local and military council of Derna city, Abuslim martyrs battalion, the heads of departments of the companies affiliate to the Ministry of Telecommunications and Information Technology in Derna city. Sillphium is the first submarine cable owned in full by Libya and linking Derna city with Chania city in Crete Island in Greece with a total length of about 425 kilometers, it is considered the longest cable in the world which does not use signal retransmission equipment, Sillphium cable consists of 3 pairs of fiber optic cables, the capacity of the cable upon the start of its operating is seventy GB / second, and the total capacity which can be exploited on this cable is 1.2 Tetra Byte per second. Sillphium project is divided into two main parts, one part is located in the sea which links the two laying points in Derna and Chania consisting of the marine cable and amplifiers of optical signal under water, and the other part is located in land which consists of a land cable which links the coastal laying point until the laying station in each of Derna and Chania, it includes also the laying and transmission equipment, Sillphium cable will be an important part in the international communication network since it does not link only Libya with Greece but it extends to reach also London through the network of the Greek communication company and this provides a full protection and diversity in the paths and very high quality in communication services and data technology in Libya. The stage of starting the laying of the submarine cable is considered one of the main stages for the achievement of this project which will be ready to service in the fourth quarter of this year In Chaallah.

Libyan International Telecom Company announces the activation of the new system of the international submarine cable between Libya and Italy which uses the state of art technologies and with large capacities reaching 40 Gbps instead of the old system (2.5 GB / sec), and this will contribute soon in developing the international phone communications services and Internet in Libya through the increase of the capacities available to transmit the international phone traffic as well as to the local Internet providers to be exploited in increasing the capacities allocated to the internet users in Libya. This step is in fact in line with the increasing growth of the Internet users in Libya mainly after February 17th revolution, and it is considered as a first step within a series of steps to be carried out by Libyan International Telecom Company to satisfy the increasing needs of Libya in terms of international capacities by investing in different international connection projects.
